Pump #1 Will Not Start At Low Speed

I have a Cal Spa that is at least 10 years old.  It has the digital controls and two motors/pumps.  The motors are (I believe) 4HP GE Industrial.  Pump #1 runs at a low speed to filter and heat the water and then will run at a high speed when you want jets.  However mine will not start in this low speed, when it tries some kind of breaker in the hot tub controls kicks out (I can hear the click).  If I'm fast enough after turning on the power to the hot tub I can cycle the controls to where pump #1 is on high and it will work.  Pump #2 only runs at high speed when you want jets.

The motor is 240V and only has 4 wires going to it so I assume the low/high speed is a function of the control circuits and not something inside the pump itself.  What I don't know is if the problem is with the pump or the controls.  I hate to spend the money on a new pump only to have the problem in the electronics.

Sorry for the time taken to respond. Most likely the problem is at the pump, not the controls. A faulty start capacitor is the first place you want to start.
