I have a leisure bay hot tub (6yrs old). A few weeks ago I went out and there was no power to the hot tub. I flipped GCFI off and on again, and the pump would not work, but display came on and spa light works. Pump would not run, but makes a clicking noise when button is pressed. The display reads I2 and the PR. I then replaced pump, board, and heating element (I broke it changing boards) and the hot tub does the same thing. I just checked my line voltages, going into the GFCI they both read 120v, coming out I couldn't get a reliable reading, and at the wires going to the hot tub black measures 120v but red only measures 90v. Is this abnormal and is the issue in my GFCI box? 240v tub, one 2speed pump, no ozoneator. Balboa control board just replaced.

Have you checked voltage between red and black? It should be ~230 volts. Also from red to white and black to white should each read ~115 volts.
