Hot Tub Won't get hotter than 85 Degrees

I'm new to the Spa world, I just inherited an older Spa from friends. Everything in it seems to work fine except that it won't get hotter than 85 degrees, even when the control is set at 100+. 

I'd image this is just a simple heater replacement, but before investing in a new heater, could this be something else? I haven't ruled out temp sensors, or the electronics board.

The Spa is a maax spas 54 103 tahoe, AKA California Cooperage (2004-2006), owners manual: https://www.thespaworks.com/sites/default/files/2006-2008-100-series-cal-coop.pdf

The heater is a Balboa Instruments 5.5 kW heater, I took it all apart and the heater appears fine, just some very minor corrosion on the connections. The Temp sensors on the heating element also look normal as far as I can tell.

 

Any input is appreciated for this newbie!
